APEA International Evaluation Conference in Hanoi, Vietnam from 21-25 November, 2016

The theme of this year's conference is "SDGs:  Making a Difference Through Evaluation".  The focus of the conference is on the Sustainable Development Goals (SDGs) and how evaluation can make a difference for the success of the SDGs. If you would like to make a paper presentation and/or conduct a workshop during the above Conference, please review the guidelines on the Conference page and ensure that your proposals reach the Conference Secretariat no later than 31 May, 2016.  We particularly welcome paper presentations on interesting experiences, case studies, and lessons learnt on the relationship between evaluation and the SDGs.  If you have any new approaches and/or tools on how to position evaluation to support the SDGs, they would be of special interest to the Conference Papers Committee.

EVALSDG is a network of interested and skilled policy makers, institutions and practitioners who advocate for the evaluability of the performance indicators of the new SDGs and support processes to integrate evaluation into national and global review systems.

EVALSDG members work to support the evaluation community to be prepared for evaluating initiatives towards better outcomes for the SDGs and ultimately, the "World We Want".

Call for expression of interest: Quality Assurance Advisor - Evaluation of the CFS Reform

FAO Office of Evaluation (OED) is seeking Expressions of Interest (EOIs) from qualified and experienced individuals to conduct the quality assurance of the evaluation work and deliverables for the evaluation of the CFS Reform.

The Committee on World Food Security (CFS) was set up in 1974 as an intergovernmental body to serve as a forum for review and follow up of food security policies. In 2009, CFS went through an extensive reform process to enable it to more fully play its role in the area of food security and nutrition.

The CFS Reform envisioned that "CFS constitutes the foremost inclusive international and intergovernmental platform for a broad range of stakeholders to work together in a coordinated manner towards the elimination of hunger and ensuring food security and nutrition for all human beings".

UNFPA Evaluation Office - 2016 Procurement Plan for Evaluation Activities

In 2016, a range of evaluation activities are anticipated at both the corporate (Evaluation Office) and decentralized (country office) levels. These evaluations will demonstrate accountability to stakeholders, support evidence-based decision-making and contribute important lessons learned to a range of key UNFPA programme areas.

Corporate evaluations require proposed evaluation teams to include expertise in conducting complex evaluations, and should include evaluators and thematic experts in the relevant programmatic areas. The working language for corporate evaluations is English.

For programme-level evaluations, experience in the relevant region and with conducting evaluations for the UN system is preferred. The proposed evaluation team should ensure expertise in all relevant programmatic areas. Relevant language skills to the country context should also be indicated.

For all evaluations, a team leader should be identified who is an evaluator with extensive experience in leading similar complex evaluations.

2016 International School on Research Impact Assessment (ISRIA) | 19 - 23 September in Melbourne, Australia

The Commonwealth Scientific and Industrial Research Organisation (CSIRO) is hosting the 2016 International School on Research Impact Assessment (ISRIA, 19 – 23 September), in Melbourne, Australia.

The aim of the School is to raise the international profile of RIA and connect practitioners and organisations from around the world to learn how to effectively measure the success of investment in research and innovation. The program offers foundational knowledge and practical application of RIA and draws upon the experience and expertise of world leading practitioners in this field.

In addition to the School content, other side events will be embedded in the program which will table for discussion the significant challenges in achieving effective RIA. Leaders from industry, the research sector, and government will be invited to face some tough questions on specifically Australia’s poor performance in terms of:

•             research-business collaboration

•             researchers working in business

•             industry-linked research training

•             measuring and reporting research impacts for universities and publically funded research agencies.

EES Maastricht Conference = Stronger and emerging partnerships + European evaluation, and beyond + Innovation for the future

What can you expect to experience in Maastricht?
The answer lies in rhe EES 2016 Conference theme - Evaluation Futures in Europe and Beyond: Connectivity, Innovation and Use It was developed through brainstorming with members geared to the identification of  priority issues. It also built on your feedback from previous conferences. Three clusters of topics emerged  and they inforned Conference programme design:

1. Building stronger partnerships by reaching out beyond existing contacts and traditional networks.
In the Maastricht Conference we wish to link to evaluation use and demand, connect with a variety of disciplines, sectors and professions, reach out to non-evaluators, etc. We also expect to build on the momentum Initiated in Dublin by the EES Emerging Evaluators thematic working group. New approaches, new ideas will be triggered as a result

2. Linking European evaluation to the global evaluation agenda 
Based on Conference participants feedback we have put more emphasis on evaluation in Europe. We wish to define, explore, deepen our understanding of the European evaluation tradition as we look to the future. At the same time we wish to maintain the unique international character of EES conference, and explore the implications of the Global Evaluation agenda 2016-2020 and the post 2015 iSustainable Development Goals.

3. Creativity and Innovation
We will not do justice to the above priorities without new concepts, approaches and tools. This is where we need your ideas and your fulsome involvement. To facilitate participation we are planning free wheeling 'un-conference' sessions!

Conference: ‘Partnering for Success - How Monitoring and Evaluation can strengthen Partnerships for Sustainable Development’

The Wageningen University Centre for Development Innovation in the Netherlands organises the 8th annual ‘M&E on the Cutting Edge’ conference on 17-18 of March 2016.

Partnerships for development are crucial. Global efforts have focused on the Sustainable Development Goals, as the issues being tackled are increasingly recognised as complex. Collective action is unavoidable as the post-2015 UN development agenda stresses. Multi-stakeholder partnerships (MSPs) are ‘a form of governance, a way in which groups of people can make decisions and take action for the collective good, be it at local, national or collective scale. They range from short consultation processes to multi-year evolving engagements, with more or less structure or formal organisational arrangements’. The enthusiasm for partnerships is not yet matched with solid understanding of when partnerships are needed and what their specific role is in sustainable development efforts. Neither is it clear how to monitor the functioning of partnerships, or evaluate their promised impact in creating value at multiple levels. Partnerships are not always effective, since conflicts arise, powers are abused, downward accountability hardly takes place, and learning and communication are often inadequate. Monitoring and evaluation (M&E) can help strengthen multi-stakeholder partnerships. M&E can support the learning and decision making processes, holding partners accountable or in assessing the functioning of partnerships and how they can reach more sustainable results.

This international conference is organised by the Centre for Development Innovation (CDI), Wageningen UR, and Learning by Design, in collaboration with the PPPLab. The two-day conference (17-18 March) will connect the realities of those working in practice with ideas from people who are thought leaders on the partnership topic. Workshops, clinics and presentations will ensure a lively and thoughtful opportunity to question one’s own practice and find inspiration for new ideas.

UN Women, Claremont Graduate University and IOCE, under the EvalPartners initiative, with support from The Rockefeller Foundation and in partnership with UNEG, OECD/DAC EvalNet, ALNAP, UNICEF, ReLAC, IPEN and EvalMENA, are pleased to announce the opening of the registration for the first 2016 cohort of the introductory e-Learning programme on Development Evaluation, which starts on 19 January 2016. In the previous rounds, almost 25,000 participants from 172 countries registered, with a satisfaction rate of 72%.

The e-learning is composed of the following courses:

The course includes on-line lectures, reading material and multi-choose tests. On successful completion of the e-learning course you will be able to print out a certificate of virtual attendance.

The International Year of Evaluation was full of gatherings and events promoting evaluation. Decalogue of Evaluation from a Gender Perspective

The Sustainable Development Goals represent an ambitious development agenda towards the year 2030.  Monitoring and evaluation will play a central role in ensuring and supporting effective compromise and implementation at country level.  This major challenge also represents an opportunity to overcome gender blindness in evaluations that perpetuates and even reinforces gender inequalities. Reducing gender gaps is not only a matter of justice, but a key factor to boost development, productivity and poverty reduction.

The launch of Evalgender+ in Katmandu inspired a group of women from different Spanish-speaking countries to produce a DECALOGUE OF EVALUATION FROM A GENDER PERSPECTIVE.  This Decalogue offers input to include a gender perspective in evaluations and to help avoid the evaporation and technocratization of gender issues in the policy and practice of evaluation.

We are pleased to share the Decalogue with the EvalGender+ community and invite all to give us your feedback and comments.

After more than 30 years of growth in many dimensions, the Fifth Quinquennial Review (QQR), covering the period of 2011 to 2015, is scheduled for the first half of the year 2016. It will provide a timely opportunity to review past achievements, critical issues, and the current work programme, and to identify clear options for the future.

The purpose of the review is both to provide accountability to the Board, ICIMOD Support Group (ISG), and other stakeholders and to strengthen ICIMOD’s functioning based on the conclusions and recommendations of the review.

ICIMOD is seeking Expression of Interest from the consultancy firms for the QQR. Individual consultants don’t apply for this.

Bursaries for global south evaluators -- the CES Board of Directors has approved a small number of bursaries for successful RFP applicants from the global south to help offset the cost of travel.  Eligibility for the $1,000 CDN award includes evaluators who :  

. reside in one of the countries of the Global South (defined as medium or lower Human Development Index,, United Nations 2014 Human Development Report, Table 1, p. 160),

. have had a submission to the CES 2016 Conference accepted by the Scientific Review Committee, and

. have never attended a CES National Conference.

Launch of the Algerian Evaluation Network

The Algerian Evaluation Network was officially launched yesterday Tuesday October 20th at the Mercure Hotel in Algiers. The gathering was a good opportunity to organize a successful Information and Awareness Evaluation Day co-sponsored by UNDP and the Ministry of Foreign Affairs of Algeria. Several high-ranked officials from the various ministries as well as senior Policy makers, international and national experts, civil society representatives and development Partners attended this exceptional event. A Torch was lighted on this occasion. A presentation was made at this forum a paper on International Cooperation in the field of evaluation and underscored the role of IOCE and Evalpartners in this area.

This fantastic achievement would not have been possible without the big efforts exerted by the preparatory committee including dedicated Algerian evaluators and representatives of UNDP, especially Mrs Sana Al-Attar, Head of Support to the Program and Mrs Cristina Amaral, UNDP Resident Representative in Algeria. Special thanks to our Colleagues Ziad Moussa, Marie Gervais and Asela for their continuous encouragements and valuable support.
