Resource Mobilization Task Force Members

The Resource Mobilization Task Force is a strategic initiative dedicated to supporting VOPEs in their endeavors to secure funding for projects that attract donor organizations. Our goal is to empower VOPEs by enhancing their ability to identify opportunities, craft compelling proposals, and manage resources effectively. By doing so, we aim to strengthen the capacity of VOPEs to develop and implement projects that not only meet the interests of donors but also advance the field of evaluation. This task force serves as a crucial bridge between VOPEs and potential funders, facilitating partnerships that foster sustainable growth and impactful outcomes in the global evaluation community.

Chelladurai Solomon

Chelladurai Solomon is a researcher and evaluator over the last 30 years and contributes as a Development Management Consultant based in Bangalore (India). Solomon has postgraduate degrees in Sociology (India), Business Management (India) and Rural Policy & Planning (Netherlands).

He is a Founder & Director and the present Chairperson of the Evaluation Society – Community of Evaluators South Asia (CoE-SA). He has also been a long-time associate of international Consulting Groups like South Research, Belgium and New Economy Development Group, Canada. He is a specialist and experienced in Rural Policy and Planning, Child Rights & Development, and Livelihoods & Social Enterprises.

He has served many years as National and Regional Consultants for INGOs (Cordaid-Netherlands and VIC-Belgium), providing PMEL support to individual/cluster of their national (India) and regional (Pan Asia) NGOs and Network partners.  He has also undertaken several mid-term or project-end evaluations as Lead Evaluator and Associate Evaluator of CBOs, NGOs, INGOs, Advocacy and Network programs & projects in India, South Asia, Asia and West Africa. His recent publication is on social enterprises, titled “Social Enterprise Start-up – Manual for Beginners”.

Eddah Kanini

Eddah Kanini has a multifaceted competence in Organizational Development, Monitoring, Evaluation and gender specialization and training. Her dedication to working with local and international communities and organisations and national and Sub-national government to promote the production, transfer and use of evidence and sound technologies, in achieving sustainable development goals, has been exercised for the last thirteen years. Eddah has demonstrated leadership and management capacity through leading teams to develop strategic plans, and establish partnerships and collaborations. She is one of the founding members of Consultancy for Organizational development and Research (CODR) LTD as well as a Think Tank Data and Learning for Development in Africa (DALDA). As a leader, She is the current treasurer of AGDEN, Secretary General of MEPAK, Eastern Africa representative in the Board of AfrEA , and Sub-Saharan Africa representative in IDEAS. Eddah believes in passing her knowledge to others and has therefore been a mentor to many. She has trained, mentored and coached teams in various counties in Kenya leading to achievement of most set goals and stronger health systems. She participated in mentoring the Young and Emerging Evaluators in 2019 under the EvalPartners program, mentored in MDE Partnering to Educate and Coach Evaluators (The PEACE) Project currently the Connexus and mentored the youth entrepreneurs to successfully pitch in the Global Entrepreneurship Summit graced by the President of the United States (POTUS) H.E Barrack Obama. She also held a group mentorship program for women in Evaluation on jumping the Evaluation hurdles. Eddah is a self-motivated, result oriented professional, with robust experience in project and team management. With her investigative mind, she loves conducting research and evaluations and advising in the fields of health systems, WASH, climate change, Gender, Indigenous knowledge, Diversity Equity and Inclusivity (DEI) and sustainable development. She is an ardent writer and has excellent communication skills with notable accomplishments such as publishing reports and success stories in peer reviewed journals and websites, International Conference presentations and moderation, and webinar presentations and trainings.

Ailhyn Bolaños Ulloa

Ailhyn Bolaños Ulloa is a distinguished sociologist and evaluator with 14 years of experience as an independent consultant. She has dedicated her career to capacity development in individuals and organizations, focusing particularly on vulnerable groups such as migrants, female victims of domestic violence, and diverse gender communities. Ailhyn has conducted significant evaluations of both national and institutional programs and policies, contributing to Costa Rica’s National Evaluation Agenda. Additionally, she has advised on the evaluation of university programs at the University of Costa Rica and served as the president of the Costa Rican Evaluation and Monitoring Network (RedEvalCR) from May 2018 to November 2020. Her training in sociology and evaluation has endowed her with a deep sensitivity to various social realities, making her a committed and respected professional in her field.

Sebastian Codas Salinas

Sebastián Codas Salinas is a prominent project management and evaluation professional with extensive international experience, particularly in Latin America and Africa. He is currently pursuing a Master’s in Project Management at the University of Essex, United Kingdom, and boasts a solid academic background with studies at the Massachusetts Institute of Technology and Universidad Alberto Hurtado in Chile. His career is highlighted by his role at the World Bank, where he has supported the formulation and implementation of participatory planning methodologies and monitoring and evaluation systems in various countries. Additionally, he has served as a consultant for international organizations such as FAO and UNDP, significantly contributing to the improvement of monitoring and evaluation policies and practices in Paraguay and beyond. Sebastián is recognized for his leadership in regional initiatives and his commitment to inclusion and human rights, serving as the president of the Paraguayan Evaluation Network and actively participating in civic societies related to politics and culture. Recently, he has been appointed as the Treasurer of the Executive Committee of ReLAC (Latin American and Caribbean Network for Monitoring and Evaluation) for the 2024-2027 term.
