Professionalization Task Force Members

The IOCE Professionalization Task Force was established to support the development and implementation of professionalization in evaluation. This process is recognized as gradual and context-dependent, encompassing enhanced access to training, dissemination of knowledge and best practices in evaluation, harmonization of ethical guidelines and guiding principles, definition of evaluator competencies, and recognition of the essential knowledge and skills needed to conduct quality evaluations.

Our current vision aims to support VOPEs in their professionalization efforts, tailoring these efforts to suit diverse contexts and cultural circumstances. Our approach focuses on collecting and presenting information in a clear and accessible manner for VOPEs, avoiding redundancies and leveraging previous work done by other organizations. Initially, existing content will be gathered, and new connections with academics and VOPEs will be established to enrich the available material.

Brenda Bucheli

Social psychologist with a Master’s degree in Human Resources and Knowledge Management and

postgraduate studies in Statistics and Information Management. Specialist in planning, monitoring and

evaluation of development interventions, individual and organizational capacity development, and

information and knowledge management. I have 30 years of professional experience in various public and

private sector institutions at national and international levels. I have held various technical and high-level

management positions (Director of the NGO Pact Peru, President of the Peruvian Evaluation Network –

EvalPeru, and Director of the Monitoring, Evaluation and Learning for Sustainability Project – USAID MELS).

Extensive consulting experience – more than 60 contracts, successfully managed in Peru and Latin America

from 2005 to present. Twenty years of experience with USAID projects and relevant experience in

environment, climate change adaptation, nutrition, livelihoods, and rural development. Active participation

in professional networks; founder of EvalPeru and RELAC. ReLAC General Coordinator (2024-2027). Since

2006, I have been teaching in graduate M&E programs (Pontificia Universidad Catolica del Perú and

Universidad Peruana Cayetano Heredia). Recipient of the Molly Hageboeck Award for Excellence in

Monitoring, Evaluation, and Learning (2024) in the category of Advancement in MEL Training and Capacity

Building.

Eddah Kanini

Eddah Kanini has a multifaceted competence in Organizational Development, Monitoring, Evaluation and gender specialization and training. Her dedication to working with local and international communities and organisations and national and Sub-national government to promote the production, transfer and use of evidence and sound technologies, in achieving sustainable development goals, has been exercised for the last thirteen years. Eddah has demonstrated leadership and management capacity through leading teams to develop strategic plans, and establish partnerships and collaborations. She is one of the founding members of Consultancy for Organizational development and Research (CODR) LTD as well as a Think Tank Data and Learning for Development in Africa (DALDA). As a leader, She is the current treasurer of AGDEN, Secretary General of MEPAK, Eastern Africa representative in the Board of AfrEA , and Sub-Saharan Africa representative in IDEAS. Eddah believes in passing her knowledge to others and has therefore been a mentor to many. She has trained, mentored and coached teams in various counties in Kenya leading to achievement of most set goals and stronger health systems. She participated in mentoring the Young and Emerging Evaluators in 2019 under the EvalPartners program, mentored in MDE Partnering to Educate and Coach Evaluators (The PEACE) Project currently the Connexus and mentored the youth entrepreneurs to successfully pitch in the Global Entrepreneurship Summit graced by the President of the United States (POTUS) H.E Barrack Obama. She also held a group mentorship program for women in Evaluation on jumping the Evaluation hurdles. Eddah is a self-motivated, result oriented professional, with robust experience in project and team management. With her investigative mind, she loves conducting research and evaluations and advising in the fields of health systems, WASH, climate change, Gender, Indigenous knowledge, Diversity Equity and Inclusivity (DEI) and sustainable development. She is an ardent writer and has excellent communication skills with notable accomplishments such as publishing reports and success stories in peer reviewed journals and websites, International Conference presentations and moderation, and webinar presentations and trainings.

Erdenechimeg Ulziisuren

Erdenechimeg Ulziisuren is Founder & President of Mongolian Evaluation Association, and CEO & Founder of Cognos International LLC – Evaluation and Research Company specialized in the fields of of socio-economy, market, agriculture, environment and health. Ms. Erdenechimeg has had the privilege of working as an evaluator for many of the UN agencies such as the UNDP, UNICEF and UNFPA and as a researcher for the Asian Development Bank, World Bank, UNESCO as well as for government agencies including National Statistics Office and private sectors. Ms. Erdenechimeg is a PhD candidate in Demography from the National University of Mongolia, and holds MSc in Social Research Methods from the London School of Economics in the United Kingdom and MA in Population and Reproductive Health Research from Mahidol University in Thailand. Ms. Erdenechimeg is a member of Professionalization of Evaluation Task Force of International Organization for Cooperation in Evaluation (IOCE) and a member of Professionalization of Evaluation Theme of Asia Pacific Evaluation Association (APEA)

Margrieth Nazarit Cortés

Degree in History (Universidad del Valle – Colombia), PhD in Political Science and Sociology (Universidad Complutense). Teacher of the Master in Management of Social Protection Systems (Universidad Mariano Galvez – Guatemala). Expert in Local Development, consultant and evaluator with more than 25 years of experience in the field of International Cooperation for Development, and in the last 10 years with emphasis on Evaluation of Policies, Programs and Projects related to the protection of children and adolescents, violence against women, promotion of SRRD, migration and economic empowerment with a focus on rights, gender and environment. Enthusiastic and convinced that changes are possible!!!!

Marcia Paterno Joppert

Marcia P. Joppert holds a Ph.D. in Psychology with a concentration in Evaluation and Applied Research Methods from Claremont Graduate University. She also has a master’s degree in Administration and Public Policy from the University Institute of Lisbon, an Executive Master’s in Business Administration from the TSM Business School in the Netherlands, and a degree in Civil Engineering from the Polytechnic School at the University of São Paulo. With over 30 years of experience, Marcia specializes in the planning, management, monitoring, and evaluation of programs, projects, and ventures. She is a co-founder and the current director of the Brazilian Monitoring and Evaluation Network. Her past roles include serving as an Executive Committee Member of ReLAC and an Executive Board Member of IOCE. Additionally, she has been a member of the American Evaluation Association since 2009, where she is dedicated to promoting the advancement of evaluation through research, collaboration, and leadership.

Natalia Aquilino

Natalia Aquilino is a political scientist and evaluation specialist. She has managerial experience in the governmental (Government of Argentina) and social sectors (CIPPEC, Evaluar), in the international intergovernmental sphere (UN, UNDP, UNEP) and in the high-tech industry (Neoris, Telecom Personal). She led multidisciplinary teams in Latin America and Argentina and managed expert knowledge in social and productive development, education, security and technology. She participated in international and intercultural research teams and change management processes for most of her career. Natalia led more than 30 impact, outcome and process evaluation, designed M&E systems and advised on evaluation policies in Latin America and Argentina. Her research agenda includes evaluability of government programs, M&E systems design, policy influence strategies and accountability. She is a strong advocate for institutionalization of evaluation. Currently, she is M&E National Director at the Secretary for Industrial Development of the Ministry of Economy in the Government of Argentina.

Salah Bouyousfi is an engineer with over 25 years of dedicated professional experience. His expertise spans a wide range of domains, including the evaluation of diverse programs. He also conducts research in the field of evaluation, with a specific focus on methodological concerns. In addition, he is a member of the Board of Directors of the Moroccan Evaluation Association, where he actively contributes to the growth and development of evaluation practices in his country.

Claudia Silva

Senior Evaluator and Professor, with extensive experience in the field of design and evaluation of projects and programs. Her work focuses on public and fiscal management, public goods, institutional development, and international cooperation. Claudia is currently an Evaluator and Consultant to international organizations in Latin America and the Caribbean and has also worked on projects at the federal and local level, in Argentina. She is a Professor at FLACSO Argentina, where she teaches Design and Management of Social Projects. Before that, she taught courses at UCA and Harvard University, among others. She has held several positions in the public sector, in Argentina, where she served as the National Director of Programs and Projects with International Financing at the Chief of the Cabinet’s Office.

Claudia holds a degree in Economics from the Catholic Argentine University (UCA), a Masters in Public Administration degree from Harvard Kennedy School, where she graduated with honors; and a Public Policy Evaluation Expert Diploma from Universidad de Sevilla. She is a PhD Candidate on International Relations at Universidad del Salvador, Argentina. Claudia has been awarded the Lucius N. Littauer Fellowship, in recognition of academic excellence and commitment to public service, and the Extraordinary Contribution to the Edward Mason Program Award, both by Harvard Kennedy School.

She is a member of the Board at Argentine Scientific Society. She is a Board member -Treasurer- at EvaluAR: Argentina’s Evaluation Professional Association and Network. She is also a member of the SC-HASS (SCAR Standing Committee on the Humanities & Social Sciences); and is part of the Working Group on Cooperation for Development at Argentine Counsel for International Relations (CARI). She is fluent in English and Spanish and has working knowledge of Portuguese.

Miché Ouédraogo

Dr. Miché Ouédraogo is Associate Professor at African Center for Advanced Studies in Management (CESAG), Dakar, Senegal in project, program and public policy evaluation and CEO of Performance initiative internationale. Prior to this, he worked as a Monitoring and Evaluation Specialist at the World Bank, with the Independent Evaluation Group (IEG) and the Global Evaluation Initiative (GEI), and as an Evaluation Capacity Development Specialist with the Evaluation Unit of the African Development Bank (AfDB). He also worked at the Center for research and expertise in evaluation (CREXE) in Quebec, Canada, where he contributed to several evaluation mandates in Canada.
As principal consultant and associate consultant, he has participated in the evaluation of over fifteen (15) development programs in francophone Africa (Burkina Faso, Mali, Senegal, Niger, Mauritania, Chad, Guinea Conakry, Côte d’Ivoire, Gabon, Burundi, Madagascar, Djibouti, the Comoros Islands, etc.), Guinea Bissau and Canada.
Dr Miché Ouédraogo holds a PhD in public administration, specializing in public policy analysis and management, from the National School of Public Administration (ÉNAP – Quebec, Canada), a Master degree in Project Management from the African Institute of Management (IAM), a Master’s degree in Economics and Management Sciences from the University of Koudougou (UK) and a Bachelor’s degree in Statistics from the Higher Institute of Population Sciences (ISSP) of the University of Ouagadougou (UO)-Burkina Faso.
He is the author of a published book on participatory evaluation and co-author of several scientific articles and book chapters on evaluation.
On the academic front, he is a lecturer on the Master’s degree in program evaluation at the National School of Public Administration (ÉNAP – Quebec, Canada), the MBA in project management and the Master’s degree in policy, project and program evaluation (ME3P) at the African Center for Advanced Studies in Management (CESAG), in Dakar.
He was a founding member of the Eval-Youth network, co-coordinator of the Francophone network of emerging evaluators (RF-Ee) and co-coordinator of the AfrEA network of emerging evaluators.

Rajib Nandi

Rajib Nandi is a development researcher and evaluator with 25 years of experience in program designing and gender transformative evaluation. Dr. Nandi had previously worked with Institute of Social Studies Trust, New Delhi and presently he heads the capacity development vertical at Sambodhi Research Communications, India.

He obtained M.Phil in Applied Economics from the Centre for Development Studies, Trivandrum and Ph.D. in Sociology for Jawaharlal Nehru University, New Delhi. He is an IPDET alumni from Bern University, Switzerland.

In his career, Dr. Nandi has collaborated with renowned international organizations to address urban and rural livelihoods, women’s economic empowerment, political ecology, and social and solidarity economies.

Rajib has authored many papers and edited books. He recently co-edited a book entitled “Local wisdom Matters: Reflections on Evaluation Theory and Practice from South Asia”. Previously, he co-edited books entitled “Recognizing Connectedness: The Practice of Feminist Evaluationand Voices and Values: The Politics of Feminist Evaluation.

He is also the Co-Founder and Co-Leader of Evaluation Community of India and council member of International Evaluation Academy. He also serves on the Editorial Board of the international journal – Evaluation and Program Planning.

Sebastian Codas Salinas

Sebastián Codas Salinas is a prominent project management and evaluation professional with extensive international experience, particularly in Latin America and Africa. He is currently pursuing a Master’s in Project Management at the University of Essex, United Kingdom, and boasts a solid academic background with studies at the Massachusetts Institute of Technology and Universidad Alberto Hurtado in Chile. His career is highlighted by his role at the World Bank, where he has supported the formulation and implementation of participatory planning methodologies and monitoring and evaluation systems in various countries. Additionally, he has served as a consultant for international organizations such as FAO and UNDP, significantly contributing to the improvement of monitoring and evaluation policies and practices in Paraguay and beyond. Sebastián is recognized for his leadership in regional initiatives and his commitment to inclusion and human rights, serving as the president of the Paraguayan Evaluation Network and actively participating in civic societies related to politics and culture. Recently, he has been appointed as the Treasurer of the Executive Committee of ReLAC (Latin American and Caribbean Network for Monitoring and Evaluation) for the 2024-2027 term.
