The Independent Evaluation Office (IEO) of UNDP, as part of its ongoing support to national evalution capacity development, is developing an Evaluation Diagnostic Guidance for the Sustainable Development Goals (SDGs). The main objective of the Diagnostic Guidance is to facilitate a national evaluation framework for the SDGs and inform country led evaluation processes and systems which are central to the follow-up and review of the SDGs. The Diagnostic Guidance will be a conceptual and methodological framework to enable governments, and other development actors to develop a systematic approach to determining key areas, pathways, and parameters for evlauating SDG and its targets. The Diagnostic Guidance will provide detailed action points to be considered in developing a country's evaluation framework for SDGs.

UN Women Independent Evaluation Office is seeking to recruit four evaluation consultants to support the conduct of the forthcoming Corporate Evaluation of Women’s Leadership and Political Participation. The team roles are defined as: Lead Evaluator; Senior Evaluator; Senior/Intermediate Evaluator; and Junior Evaluator.
The evaluation will assess UN Women’s contribution over the last six years under Impact Area 1 of the UN Women Strategic Plans 2011 – 2013 and 2014 - 2017. The evaluation will be conducted from August 2016 to July 2017 and will be presented to UN Women’s Executive Board in September 2017.

The Mobility Grant Schemes are primarily intended to reward excellence and to see more evaluators from the Global South featured on the main program of evaluation conferences in the Global North.
Although this first announcement targets specifically the Asian Evaluation Week and the annual conferences of the European and American evaluation associations, it will continue until the end of 2017 on rolling basis. The process is quite simple: get accepted on the main program of a major evaluation conference, prove the added value of your contribution and let IOCE and EvalPartners take care of the rest if you cannot afford the participation cost.

African Evaluation Association (AfrEA) is a voluntary organization focusing on the promotion of Africa-rooted evaluation theory and practice, including supporting capacity building and learning for evidence-based policy in Africa. AfrEA was founded in 1999 to meet the growing demand for information sharing, advocacy and advanced capacity building in evaluation in Africa. It is an umbrella organization for more than 45 national Monitoring and Evaluation Associations and Networks in Africa. It is a resource for individuals in countries where national bodies do not exist. AfrEA works with the national networks and other key stakeholders, interested partners and institutions on the continent and globally towards the development of a strong African evaluation community and systems. In particular, AFREA acknowledges and appreciates that evaluation being an emerging discipline and that the culture and practice is still weak in much of the continent, the capacities of her VOPEs are at varying levels: many are still weak while, others remain dormant.
In line with this, AfrEA has partnered with USAID in a pilot project aimed at strengthening its capacity and reinvigorating its membership and community through: 1) supporting the management of a professional association management system, and 2) strengthening its VOPEs by implementing peer-to-peer learning exchanges as well as facilitating three learning forums. The USAID institutional support grant will allow AfrEA to strengthen its membership base and reputation as a credible umbrella organization that can advocate on behalf of its constituents and serve as a catalyst for capacity building and other support needed by its members. The expected outcome is vibrant VOPEs increasingly providing evaluation support services to their members and engaged in national evaluation debates and policy formulations.

L’Association Africaine d’évaluation (AfrEA) est une organisation bénévole qui se focalise sur la promotion de la théorie et pratique de l'évaluation de souche africaine, notamment en appuyant le renforcement des capacités et l'apprentissage de la politique basée sur les évidences en Afrique. AfrEA a été fondée en 1999 pour répondre à la demande croissante concernant le partage de l'information, la sensibilisation et le renforcement des capacités de pointe en matière d'évaluation en Afrique. Il s’agit d’une organisation faitière qui compte plus de 45 associations et réseaux nationaux de suivi et évaluation en Afrique. AfrEA constitue une source d’information pour les personnes ressortissant des pays où il n’existe pas encore des associations nationales (en suivi et évaluation). AfrEA travaille avec les réseaux nationaux et d'autres intervenants clés, ainsi que les partenaires et les institutions intéressés sur le continent et dans le monde, oeuvrant pour le développement d'une communauté d'évaluation africaine forte et des systèmes d’évaluation renforcés. En particulier, AFREA reconnaît et apprécie que l'évaluation est encore une discipline émergente dont la culture et la pratique sont encore faibles dans une grande partie du continent, les capacités des VOPEs sont à différents niveaux de développement : beaucoup sont encore faibles tandis que d'autres sont en sommeil (inactives).
Dans ce cadre, AfrEA a établi un partenariat avec USAID dans le cadre d’un projet pilote visant à renforcer ses capacités et de revigorer ses membres ainsi que la communauté des professionnels à travers: 1) l’appui à un système de gestion professionnelle de d’une association ; et 2) le renforcement des VOPEs en mettant en oeuvre échanges d’apprentissage par les pairs à travers ainsi que faciliter trois forums d'apprentissage. L'appui institutionnel de l’USAID permettra à AfrEA de renforcer sa base constituée par les membres ainsi que renforcer sa réputation en tant qu'une organisation faîtière crédible qui peut défendre les intérêts de ses électeurs et de servir de catalyseur pour le renforcement des capacités et répondre à d'autres appuis nécessaires aux membres. Le résultat attendu est d’avoir des VOPEs dynamiques offrant de plus en plus des services de soutien de l'évaluation à leurs membres et engagées dans des débats nationaux d'évaluation et à la formulation des politiques.

The Committee on World Food Security (CFS) was set up in 1974 as an intergovernmental body to serve as a forum for review and follow up of food security policies. In 2009, CFS went through an extensive reform process to enable it to more fully play its role in the area of food security and nutrition.
The CFS Reform envisioned that "CFS constitutes the foremost inclusive international and intergovernmental platform for a broad range of stakeholders to work together in a coordinated manner towards the elimination of hunger and ensuring food security and nutrition for all human beings".

In 2016, a range of evaluation activities are anticipated at both the corporate (Evaluation Office) and decentralized (country office) levels. These evaluations will demonstrate accountability to stakeholders, support evidence-based decision-making and contribute important lessons learned to a range of key UNFPA programme areas.
Corporate evaluations require proposed evaluation teams to include expertise in conducting complex evaluations, and should include evaluators and thematic experts in the relevant programmatic areas. The working language for corporate evaluations is English.
For programme-level evaluations, experience in the relevant region and with conducting evaluations for the UN system is preferred. The proposed evaluation team should ensure expertise in all relevant programmatic areas. Relevant language skills to the country context should also be indicated.
For all evaluations, a team leader should be identified who is an evaluator with extensive experience in leading similar complex evaluations.

The Commonwealth Scientific and Industrial Research Organisation (CSIRO) is hosting the 2016 International School on Research Impact Assessment (ISRIA, 19 – 23 September), in Melbourne, Australia.
The aim of the School is to raise the international profile of RIA and connect practitioners and organisations from around the world to learn how to effectively measure the success of investment in research and innovation. The program offers foundational knowledge and practical application of RIA and draws upon the experience and expertise of world leading practitioners in this field.
In addition to the School content, other side events will be embedded in the program which will table for discussion the significant challenges in achieving effective RIA. Leaders from industry, the research sector, and government will be invited to face some tough questions on specifically Australia’s poor performance in terms of:
• research-business collaboration
• researchers working in business
• industry-linked research training
• measuring and reporting research impacts for universities and publically funded research agencies.
A focus of the side events will be on what industry, research organisations and government can each do to improve performance in these areas, and to increase research-led innovation for Australia, as well as widen the opportunity for the School delegates to think about how they can actively apply the suggested solutions within their organisations around the world.

What can you expect to experience in Maastricht?
The answer lies in rhe EES 2016 Conference theme - Evaluation Futures in Europe and Beyond: Connectivity, Innovation and Use It was developed through brainstorming with members geared to the identification of priority issues. It also built on your feedback from previous conferences. Three clusters of topics emerged and they inforned Conference programme design:
1. Building stronger partnerships by reaching out beyond existing contacts and traditional networks.
In the Maastricht Conference we wish to link to evaluation use and demand, connect with a variety of disciplines, sectors and professions, reach out to non-evaluators, etc. We also expect to build on the momentum Initiated in Dublin by the EES Emerging Evaluators thematic working group. New approaches, new ideas will be triggered as a result
2. Linking European evaluation to the global evaluation agenda
Based on Conference participants feedback we have put more emphasis on evaluation in Europe. We wish to define, explore, deepen our understanding of the European evaluation tradition as we look to the future. At the same time we wish to maintain the unique international character of EES conference, and explore the implications of the Global Evaluation agenda 2016-2020 and the post 2015 iSustainable Development Goals.
3. Creativity and Innovation
We will not do justice to the above priorities without new concepts, approaches and tools. This is where we need your ideas and your fulsome involvement. To facilitate participation we are planning free wheeling 'un-conference' sessions!

Multi-stakeholder partnerships (MSPs) are ‘a form of governance, a way in which groups of people can make decisions and take action for the collective good, be it at local, national or collective scale. They range from short consultation processes to multi-year evolving engagements, with more or less structure or formal organisational arrangements’. The enthusiasm for partnerships is not yet matched with solid understanding of when partnerships are needed and what their specific role is in sustainable development efforts. Neither is it clear how to monitor the functioning of partnerships, or evaluate their promised impact in creating value at multiple levels. Partnerships are not always effective, since conflicts arise, powers are abused, downward accountability hardly takes place, and learning and communication are often inadequate. Monitoring and evaluation (M&E) can help strengthen multi-stakeholder partnerships. M&E can support the learning and decision making processes, holding partners accountable or in assessing the functioning of partnerships and how they can reach more sustainable results.
This international conference is organised by the Centre for Development Innovation (CDI), Wageningen UR, and Learning by Design, in collaboration with the PPPLab. The two-day conference (17-18 March) will connect the realities of those working in practice with ideas from people who are thought leaders on the partnership topic. Workshops, clinics and presentations will ensure a lively and thoughtful opportunity to question one’s own practice and find inspiration for new ideas.

UN Women, Claremont Graduate University and IOCE, under the EvalPartners initiative, with support from The Rockefeller Foundation and in partnership with UNEG, OECD/DAC EvalNet, ALNAP, UNICEF, ReLAC, IPEN and EvalMENA, are pleased to announce the opening of the registration for the first 2016 cohort of the introductory e-Learning programme on Development Evaluation, which starts on 19 January 2016. In the previous rounds, almost 25,000 participants from 172 countries registered, with a satisfaction rate of 72%.
The e-learning is composed of the following courses:

· Advocating for Evaluation

In addition, you can also create/customize your own course by taking the 10 units you are most interested, or take a few units and not an entire course (however, in this case, you won’t obtain a certificate).
The e-learning is free and open to all interested evaluators. You may attend virtually from your personal or work computer anywhere in the world. The course includes on-line lectures, reading material and multi-choose tests. On successful completion of the e-learning course you will be able to print out a certificate of virtual attendance.
